    Boyko Atanasov is Deputy Minister of Finance in the Republic of Bulgaria responsible for the Revenue Administration where he focuses on the synchronization of the good practices between the National Revenue Agency and “Customs” Agency in the field of organization, communication and teamwork.

    Up to May 2017 Mr. Atanasov held the position of Director General of the National Revenue Agency (NRA) of Bulgaria where he led over 8,000 employees countrywide. He has a degree in “Planning and Forecasting of the Economic Systems” from the University of Economics in Sofia. He has been working for the tax administration for over 20 years where he held different positions within the hierarchy of the administration, among which: Tax Inspector, Head of a tax office, Regional Director of NRA Sofia as well as Deputy Director General between 2009 and 2013 before becoming Director General.

    Under Mr. Atanasov’s management, the NRA achieved the following results: 25% increase in the revenues for 2015-2016 in comparison with 2014; 80% of the electronic services in Bulgaria are provided by the NRA; over 90% of all tax returns are submitted online. A big success of NRA is the fact that over 83% of taxpayers voluntarily declare and comply with their obligations.

    According to the Bulgarian Industrial Association and Gallup International, under the leadership of Boyko Atanasov the NRA became the state institution with the highest level of trust by the population – with over 50%. Mr. Atanasov implemented innovations in the digital systems of the administration, integrated coaching as a leadership style not only within the teams of NRA but also in the communication with taxpayers. The true success of Mr. Atanasov is the NRA’s transformation from a bureaucratic organization into a real partner of the business. Together with his team, he has implemented the vision of sustainable results instead of one-off success. Another important achievement of Boyko Atanasov and his team is the positioning of the NRA as an effective revenue agency on the map of the revenue administrations in Europe. All this was based on the clear vision for development as set out in the NRA’s Strategic Plan and the Clients Charter.

    As a valuable ingredient of his everyday work as a Director General of the NRA, Mr. Atanasov points out his competent team and their trust, as well as the “Visionary” award which he received in two consecutive years. Boyko Atanasov has the firm belief that “The truth is that when we focus on facilitating NRA’s clients, when we know that it is taxpayers who have granted us their trust, we are really careful in the collection strategy as well as in every detail in the communication with clients.”

    Erwin Falkner holds a Diploma in Business Law with a specialization in International Law from the University for Business and Management in Essen.

    He is a native Austrian, owner and managing director of the collection company VYNTO GmbH & Co. KG in Germany and managing director of the collection service company DCG Portal B.V. in the Netherlands.

    He has over 23 years of experience in leading companies and associations in the debt collection and credit industry.

    Falkner was elected to the FENCA Board in 2015 and and became FENCA’s President in 2016.

    • Significant experience in collections covering both unsecured and secured products including multiple debt sales using both single transactions and forward flows, recently managed the first portfolio sale utilising an online auction platform.

    Rayna Mitkova-Todorova has an M.A. in International Tourism from the University for national and world Economy in Sofia as well as an EMBA from Cotrugli Business School in Zagreb.

    She is currently President of the Bulgarian Collection Association since 2011 (reelected in 2014) and Managing Director of EOS Matrix Ltd. (debt purchase) and EOS Services (collection services).

    She started her collection business with a partner in 2002 so this year she is celebrating her 15th anniversary in business. Rayna was elected to the FENCA Board in 2015 and is FENCA’s General Secretary.

    Alexander arrived at Frontex after the majority share in the company was acquired by an international investment fund in the spring of 2013 with a mandate to oversee the company’s expansion into debt purchasing. Over the last 3 years, Frontex has established itself among the top 3 debt management companies in Bulgaria. Alexander has intimate knowledge of all operational aspects of the industry and successfully implemented a corporate model built on a collection approach based on empathy that is supported by cutting-edge technology, sophisticated analytical capabilities and a comprehensive staff training and development program.

    Alexander is also serving on the Board of the Association of Collection Agencies in Bulgaria and active in all of its legislation and public relations initiatives.

    Previously Alexander managed another company in the financial services sector in Bulgaria. He has graduated with honors from the management course of the University of Manchester (UMIST).

    Andreas Bücker holds a PhD from the University of Cambridge (2001) and is Managing Director of Politicomm, specializing in political communication, and the development and management of EU-Commission funded projects for federations, companies and institutions.

    From 2001 to 2006 Andreas was Head of Sales and Marketing at Spiral Software Ltd, managing the client relations with major oil companies worldwide. After a one-year sabbatical as Senior Fellow at the University of Copenhagen in 2007, Andreas was responsible for politics and communications at the German association for executives in the chemical industry (VAA) before setting up Politicomm in 2010. He has successfully implemented EU projects on cross-border claims management, data protection, vocational training, diversity management, and demographic change, among others.

    Since June 2013 Andreas is CEO of the Deutsche Inkasso Akademie, and has been in charge of FENCA’s political communication on the EU stage in Brussels since October 2014. In March 2016 he was appointed Director General of the EAA (European AVM Alliance).

    Leigh has 25 years’ experience in the credit industry, having run leading debt buyer and collection agency Tessera Group for 20 years before joining Arrow Global, a leading European debt purchaser and provider of debt management services, in 2015 as Director of External Affairs & Development.

    Leigh has also had 10 years of trade association leadership, as Chair of the Debt Buyers and Sellers Group, and posts including Treasurer, Vice President and 3 years as President of the Credit Services Association (CSA) in the UK.

    Leigh leads the Public Affairs portfolio as a Director of the CSA, and has been involved in various lobbying efforts including the European General Data Protection Regulation (GDPR) since 2012.  As Vice President of FENCA his portfolio is to develop a FENCA Code of Conduct for GDPR, and a second Code for pan-European Collections.

    Piotr Badowski holds a Master in Finance and Banking from the University of Economy Cracow.

    Since 2001 he is a Board Member of EULEO and President of the Polish Credit Management Association (Polski Zwiazek Zarzadzania Wierzytelnosciami PZZW) since 2010.

    He has over 16 years of experience in debt collection.

    In 2012 he was elected to the FENCA Board and he is currently its Treasurer.

    Matjia Arapović holds a Diploma in Engineering from the University of Zagreb as well as a Diploma in Management from Henley Business School.

    Currently he is also taking up Masters in Diplomacy at the Croatian University Libertas. He is a managing director of Prima Solvent, the largest local Croatian company, Board member of Prima Bon, a Company for credit reports, and President of the Croatian Debt collection association since 2007.

    Matija is Chair of Industry Data Intelligence of FENCA and board member since 2017.

    Sébastien Bouchindhomme has 20 years’ experience of trade association leadership. He first joined the French Federation of Road Transport (Fédération Nationale des Transports Routiers) before he was named Director of Territorial Networks and Communication at the National Council of Professions within the automobile industry in 2004. He took up the position as Secretary General at the Eurus group, representing around fifty auditing and accounting firms, in 2011.

    Since 2015, Sébastien is the Managing Director of FIGEC, which was founded in 1936. The French association for company information, claims management and civil investigation represents professionals in costumer risk management.

    17 million claims of a face-value of 8 billion euros are entrusted every year to the collection companies of FIGEC.

    David Franklin, Ad.E. Graduated from McGill Law School Montreal in 1959 and joined the law firm of Franklin & Franklin in Montreal, which was founded by his father M.H. Franklin Q.C. in 1925, joining his brother Martin Franklin (retired) and currently Jonathan Franklin, B.Comm, LLC. The firm is a general commercial and business law firm and David concentrates on international commercial debt recovery.

    He has been Chairman of various international law conferences of the Commercial Law League of America in London, Amsterdam, and Dublin and in 1992, in China between the Barreau du Quebec and the All China Bar Association. David co-chaired the panel on Debt collection in the Pacific Rim at the annual International section of New York State Bar Association (NYSBA) Conference in Sydney Australia, 2010.  In September, 2011 he co-chaired the Panel on Debt collection in Latin America at the NYSBA.Conference in Panama City, Panama and in October 2012 chaired for the NYSBA in Lisbon Portugal, Debt collection in the EU.  In October, 2013 David chaired a panel in Hanoi, Vietnam on Debt Collection in Asian sponsored by the NYSBA.

    David has given lectures in over twenty countries including a presentations for Afreximbank Seminars in Accra, Ghana on November, 2011.and in the Cameroon in 2012 . He has written numerous articles on international commercial debt recovery. He has published with Thomson Reuters the following books, “International Commercial Debt Collection” 2007, and co-author with Steve Harms “International Commercial Secured Transactions” 2010, , and co-author with Martin Franklin of “Introduction to Quebec Law”, Copp-Clark and published with Thomson Reuters, Commercial Debt Collection in Canada. 2012 and soon to be published with Thomson Reuters, Statute of Limitations for International Claims.

    He is member of the Quebec Bar, and the Canadian Bar. He is an active member of the New York State Bar Association, of which he is the Montreal Chair of the International Section and is Chair of the International Creditors’ Rights Committee.

    On May 29th, 2008, he was honored by the Quebec Bar with the honourific designation of Avocat Emeritus for outstanding contribution to the Quebec Bar.

    David was a Professional Adjunct at Concordia University in Montreal, where he taught law in the John Molson School of Business for 46 years and was guest lecturer at the University of Montreal.

    David is an active Rotarian since 1982 and in 1992 was the Charter President of the Rotary Club of Old Montreal.

    From 2001 to 2016, he was the Honorary Consul of Iceland in Montreal.
